  BAFO - Case Study

The following case represents a typical procurement situation that requires decision making with respect to the use of the BAFO procedure.

An RFP is raised for the acquisition of medical devices required by UNMIS, the peacekeeping mission in Sudan. The RFP specifies that only suppliers with a Quality Management System in conformity with at least one of the following standards are invited to submit a proposal: ISO13485: 2003 and/or ISO 9001: 2000.

The RFP also states that only products with specific licences/market clearances will be accepted. Out of seven submissions received, three vendors were determined to have a fair chance of award. However, the market licences for some of the products listed in the submissions were not the same as specified in the RFP. The pricing was also substantially the same. Two out of three submissions offered after-service warranties.

Is the use of BAFO justified in this situation? What factors will you consider in making the determination to use the BAFO procedure?
