  Evaluation Criteria

Evaluation Criteria are factors or specific areas of consideration that are inherently part of the requirement Specifications, TOR or SOW. These criteria are discrete, measurable, exhaustive and verifiable components of the goods, services or works required and provide a basis for assessing each vendor's ability to provide the required goods, services or works.

Purpose of Using Evaluation Criteria
The primary reason for using evaluation criteria is to identify the vendor for award in a fair and objective manner, and minimise the technical and commercial risk that the vendor selected for award will not be able to perform satisfactorily. The criteria should focus on elements that will establish the relative merit of the submissions, taking special care to identify submissions that might represent a substantial technical or commercial risk to the Organisation.

Although the specific number and types of evaluation criteria, as well as their relative importance shall depend on the nature of the requirement, there are, generally, three types of criteria that are used to assess submissions.
Commercial Criteria
Technical Criteria
