  Determination of Vendors as Qualified for Award of a Contract
Financial Rules 105.15 and 105.16 require that vendors be "qualified" in order to be eligible for the award of a Contract. Whether a vendor is "qualified" according to the Financial Regulations and Rules (FRR) for award of a Contract involves a thorough evaluation of the vendor's capability and capacity to perform in accordance with the proposed Contract.
Qualification Versus Eligibility
Whether a vendor is qualified is separate
from the determination of whether a vendor is eligible to be a registered vendor. A vendor may be eligible for registration and to be included in a solicitation, but may still be deemed not to be qualified for the particular procurement.

Generally, in order to be deemed "qualified", a vendor must:

have or be able to obtain adequate financial resources to perform the Contract
be able to comply with the required or proposed delivery or performance schedule
have a satisfactory past and current performance record
have a satisfactory record of integrity and business ethics
have or be able to obtain the necessary organisation, experience, and accounting/operational controls and technical skills
have or be able to obtain the necessary production, construction and technical equipment and facilities
be otherwise qualified to receive an award under applicable UN regulations, rules, policies and practices
