The Source Selection Committee establishes an Evaluation Committee for the evaluation of submissions with an estimated value of goods or services of USD 200,000 or more. The Evaluation Committee is normally divided into a Technical Evaluation Team, responsible for the technical evaluation, and a Commercial Evaluation Team responsible for the commercial evaluation.
Both teams are responsible for assessing the ability of the potential vendors to meet the UN's stated minimum requirements and to provide a basis for determining the relative merits of competing bids and proposals based on pre-determined evaluation criteria.
In order to ensure a clear segregation of duties, Procurement Officers/Assistants and Requisitioners cannot serve on both Teams under the same Evaluation Committee. While the Requisitioner normally would be a Member of the Technical Evaluation Team the Procurement Officer/Assistant would be part of the Commercial Evaluation Team.
Members of the Source Selection Committee may also serve as members of the appropriate Evaluation Committee.
