  Solicitation Documents

The solicitation documents should furnish all information necessary for a prospective vendor to prepare an offer and should explain the main criteria for their evaluation. The Procurement Staff shall draft the solicitation documents in cooperation with the Requisitioner considering the factors set forth in the Procurement Manual.

Elements of Solicitation Documents
At a minimum, the Solicitation documents shall include all elements that may have an impact on price, such as:
Quantity of goods
Estimated level of services or works being procured
Specific insurance requirements
Bid security and performance security (if applicable)
Warranties and guarantees
Liquidated damages (if applicable)
Standard UN payment terms
Potential duration of contract
Anticipated minimum and maximum volumes for
Systems Contracts
Both Performance-Based Contracting and Incentive Contracting encourage the vendor
to perform at a lower cost than the maximum Not To Exceed (NTE) amount agreed to in the contract and allow the vendor to share in the resulting cost savings at a pre-determined level.

Provisions for Generally Accepted Practices and Techniques
Generally accepted procurement practices and techniques, such as Performance-Based Contracting and Incentive Contracting, should be considered in developing solicitation documents, where appropriate, and the substance of those provisions shall be reflected in the contract.
