Amendment and cancellation of solicitation documents are critical issues that must be dealt with utmost caution and diligence. Amendments must be fully justified and must ensure that integrity, transparency and fairness to all vendors are respected. Also, to the extent possible, the UN should avoid cancelling solicitation documents, unless the solicitation is unnecessary or will not give satisfactory results.
