Review of Cases by Headquarters Committee on Contracts
In certain specific cases, irrespective of whether the procurement action originated at HQ or a Field Mission/OAH, in accordance with the Financial Rules and Regulations, the recommendation of the HCC and the approval of the ASG/OCSS shall be obtained prior to any contractual commitment being made. This also needs to be done when income to the Organization is involved.
Some examples of cases that require HCC recommendation and approval of the ASG/OCSS:
Any proposed award to a single Contractor in respect of a single or a series of related Requisitions, the total estimated contractual amount of which exceeds USD 500,000
Any proposed amendment, modification or renewal of a Contract previously reviewed by the HCC that increases the total estimated contractual amount (by a certain amount) or duration of the original contract (by a specified number of months)
Any proposed Contract or series of related Contracts which involves estimated total income to the Organisation during a calendar year of USD 40,000 or more
