  Source Selection Plan

The Source Selection Plan is an internal and collective document, under the leadership of the Procurement Staff that describes critical components of the acquisition process and provides justification for sourcing and procurement decisions in order to achieve the
Best Value for Money principle. In short, it documents assumptions, decisions and justifications, as the procurement action can be over a long period of time and subject to change. It provides an objective approach to the methodology of selecting the best source to fulfil the established need.

The evaluation criteria in the Source Selection Plan shall not unduly disqualify vendors from
developing countries and countries with economies in transition and should be based on the principles of fairness and equity.
