Requisitioners are the Organisation's Subject Matter Experts (SME) in their respective areas, and shall use their best efforts to develop Specifications, SOWs or TORs that allow a Vendor to understand the identified need. The Requisitioners shall ensure that the market and technology will support the requirements.

Preferably, the Requisitioners will seek products "off the shelf" and standard on the market to prevent any complex and costly customised solution. To this end, the Requisitioners shall use generic Specifications in order to achieve effective, international competition and Best Value for Money.
