Examples of FRR Specific to Procurement - Case Study
The following scenarios include typical situations governed by the Financial Regulations and Rules Specific to Procurement.

a. 105.14: Competition
A formal invitation to bid is issued for the hardware requirements for the African Union-United Nations Hybrid Operation in Darfur (UNAMID). Competitive tendering procedures are followed and selection is made on the basis of the lowest acceptable offer.
b. 105.17: Cooperation
To deploy a peace keeping force in Georgia, the UN is making an arrangement with NATO that is already on the ground to type into some of their Long Term Agreements for basic supplies. Not only will this reduce the workload of the UN procurement teams, but it will also provide for a fast and smooth deployment of the troops.
c. 105.19: Advance and Progress Payments
In an institutional contract agreement issued by the United Nations Interim Force in Lebanon (UNIFIL), there was a provision that allowed advanced payments to be made to the extent of 60% upon signature of contracts. UNIFIL explained that the advance payments were to cover mobilization costs and that a record of reasons for advance payment has been prepared and recorded.
